Shenzhen Stock Exchange (SZSE) held the Party Committee meeting, the Party Committee Central Group meeting and the meeting for the middle management and above, on November 1, 4 and 7, respectively. Attendees studied the guiding principles of the Fourth Plenary Session of the 19^th CPC Central Committee, the Decisions of the CPC Central Committee on Major Issues Concerning Adhering to and Perfecting the Socialist System with Chinese Characteristics and Modernizing the State Governance System and Capability (hereinafter referred to as the “Decisions”), General Secretary Xi Jinping’s account of the drafting of The Decisions, and CSRC Chairman Yi Huiman’s speech on how to study and implement these guiding principles. Proceeding from the working reality of SZSE, they also discussed and arranged how to implement the above guiding principles. 

Attendees agreed that the Fourth Plenary Session of the 19^th CPC Central Committee was a groundbreaking, milestone meeting that coincided with the 70^th founding anniversary of the People’s Republic of China and took place at the historic convergence of the “two centennial goals,” and that it discussed major, fundamental themes and topics and fully reflected the forward-looking strategic vision of the CPC Central Committee with Xi Jinping at its core and its strong and firm sense of responsibility towards the times. The Decisions reviewed and adopted by the plenary session fully affirms the CPC’s achievements in state governance, comprehensively summarize the distinct advantages of China’s national institutions and governance system, and clarify the overall requirements and objectives and key tasks for adhering to and improving the socialist system with Chinese characteristics and for modernizing the state governance system and capacity. With new findings in theory and new requirements in practice, The Decisions is a political declaration and action guideline for strengthening and improving state governance, and thus of great and far-reaching significance for realizing the two centennial goals and the Chinese dream of national rejuvenation.

The meetings pointed out that understanding, publicizing and implementing the guiding principles of the Fourth Plenary Session of the 19^th CPC Central Committee is an important political task for SZSE at present and for a period to come. We should understand and appreciate the great significance of this plenary session from the perspective of the big picture of the Party and national development, conscientiously study and implement its guiding principles with a strong sense of political responsibility and mission, and effectively align our thoughts and actions with them and the follow-up decisions and deployments by the CPC Central Committee.

Specifically, first, we should deepen our understanding of the guiding principles from a higher political point of view. We should deeply understand the remarkable advantages of the socialist system with Chinese characteristics and our state governance system, and accurately grasp the key to modernizing the state governance system and capacity in the new era. While studying and implementing the guiding principles, we should also study and put into practice Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era and Xi’s serial instructions on the capital market, hold regular meetings on the theme of “Remain True to Our Original Aspiration and Keep Our Mission Firmly in Mind” and consolidate the meeting outcomes. We should apply what we have learned from the guiding principles to improve the quality and efficiency of our work.

Second, we should step up efforts in learning and publicity, and effectively strengthen ideological and political consciousness. All Party branches at all levels of SZSE shall earnestly plan and organize learning and publicity programs that are comprehensive and systematic, reflect the latest developments and the reality, involve all Party members, and combine collective study with self-study. The purpose is to effectively strengthen Party members’ ideological and theoretical integrity, create an encouraging and enabling atmosphere of studying and implementing the guiding principles, and ensure that they are understood and practiced across the board.

Third, we should be resolved to reform and advance key reform tasks in a solid manner. We should take the initiative to serve the development of the Guangdong-Hong Kong-Macao Greater Bay Area and the pilot demonstration area of socialism with Chinese characteristics and comprehensively deepen the capital market reform within the general framework of modernizing the state governance system and capacity, and plan and advance relevant efforts accordingly. We should follow the idea of “the four awes (stand in awe of the market, rule of law, professionalism and risks) and one joint force (The capital market’s development needs all the efforts made by all sides)”, accelerate the ChiNext reform, pilot the registration system, and improve our product system and the quality of listed companies, putting the guiding principles into action and turning them into a powerful drive behind the reform and development of the capital market.

Fourth, we should consolidate the foundation of market operation through institutional improvements. We should continue to govern the market and ourselves by law and standardize the governance of the exchange, resolutely guard against and defuse major financial risks, strengthen the capacity to serve the real economy, and build a first-class exchange matching Shenzhen’s status as the pilot demonstration area. We should continuously better our self-disciplinary and regulatory system and investor protection system, make up for institutional weaknesses, modernize our systems, rules and implementation capacity, vigorously promote transparent regulation, and build a transparent exchange.

The meetings stressed that we must unswervingly adhere to the Party leadership and advance the all-round effort to enforce strict Party discipline in a solid manner. We will center around the overarching task of political construction, and strengthen Party building in all respects, Party members’ consciousness of the need to maintain political integrity, think in big-picture terms, follow the leadership core, and keep in alignment, and to uphold the authority of the Central Committee and its centralized, unified leadership, and our confidence in the path, theory, system, and culture of socialism with Chinese characteristics. We shall strictly enforce political disciplines and integrity, intensify institutional construction and consciousness, uphold the institutional authority, and actively create a clean, enterprising political environment.
